What are the steps to do this -- preserving all existing data and settings? Thanks.

please take a read of the "DotNetNuke Installation Guide.pdf" doc in the documentation folder. In general the upgrade policy is standard - backup your files and database first, move your existing web.config file to a safe place, unzip the upgrade over your existing site, rename the release.config file to web.config, and then paste back in the connection string(s), machinevalidationkey and machinedecryption key from the old web.config into the new web.config file.
