I have looked for this specific problem on the forums and have not see it resolved here, though it has been reported on issue tracker. The symptoms of the problem are simple: 
Symptom 1: after installing or upgrading 4.7 icon that are placed in via the FCKeditor such as a smiley face show up as missing images.
Symptom 2 after installing or upgrading 4.7 going to the host file manager no files show up in the file list pane on the right hand side. Folders do show up on the left hand side. Re-syncing does not affect it. I have full access to the OS filing system and Network Service has full access to all files under the home directory and sub directories. 
I have gotten this same issue on two separate machine, SBS Server 2003, and Windows Server 2003 R2 with the same result. Both these machines are on a domain. 
Any insight on this problem is appreciated.

I am having the same issue. It goes a bit futher in that you cannot upload any new files using file manager or any upload control that is writing to the "host" file system.

Same preliminary reviews as the previous post confirming Windows folder access for NETWORK SERVICE, etc.

Anyone know a fix or work-around?

As per SWAG (Scientific Wild Ass Guessing) did you check the permissions on the actual files/folders not just the root?

Some configurations do not inherit permissions from the parent as one might expect, some folders are accessible but child folders are not. You can verify this setting in file/folder properties under Security|Advanced. Inherit parent with propagate should be checked. it can take a combination of inherit and override to get things they way you need. Always check the deepest file/folder to ensure NETWORK SERVICE (WS2003) properly inherited permissions.

One trick I use on development systems is to give full access to NETWORK SERVICE at the root (default c:\inetpub\wwwroot or otherwise), then always use that for deplying web applications and virtual directories simply because the permissions inherit correctly. Putting sites in different places and creating new folders can get confusing and frustrating when it does not work the way it did in another folder. This is especially a concern with Server and Vista.

I forgot to mention that 4.8.0 includes a fix related to this problem. Are you feeling lucky?
