Due to the huge log size issue. I would like all my sub-portal created with the default value that no site log & no event log...

Does anybody know how to do this?

AFAIK you can't disable the event log....but you can disable the site log for ALL portals via the Host Settings.

I found a way to disable event log manually by login as host, goto Admin/Event Viewer, click the Edit Log Settings  links and disable all log type.

But I think site log and event log are some kind of debug information, this should not default enable in the public site..
