I am trying to install DotNetNuke version 4.8.2 on a Windows Server 2003 Standard Edition.  After copying the install download on either a virtual directory or new website I get the same error.  I even set the Default port 80 to this website and tried accessing with localhost and the same error.

Yes.  I even renamed release.config to web.config and got the same error message.  It workd fine on Windows XP.

After having the same problem I found this comment .

I was using the Windows unzip tool on a Windows 2003 Standard server to unzip DotNetNuke_04.08.02_Install.zip.  Using Win-RAR fixed it for me.
