Any idea why this works on a Windows 2003 server:

   http://localhost:1188/DNN483/  (using the development Cassini web server)

but this gives me a 404:

   http://localhost/DNN483/  (using IIS).

NETWORK SERVICE is given full control.  What else could I do?

You have the virtual directory configured in IIS?

Check your portalalias Table in the database, if you only have an alias for the Ported URL add the other one as well. Restart IIS and try again. It is probably trying to redirect to the POrted version, which isn't running when cassini is off.
