Did you remember to rename the release.config or the development.config to web.config.

I'm staring at the exact same error right now.  My initial findings lead me to believe it has something to do with AJAX. Refer here and here.  Which leads me to ask...  I'm currently running AJAX 3.5 and DNN 4.8.4.  Is this the desired AJAX version number with this instance of DNN?

Just an update, after analyzing my web.config with beyond compare, I noticed it had become corrupt.  Problem solved.  At my old job I'd have stood up, walked over, and pressed the "That was easy" button.
