Others have written about this and no one has responded -- hopefully someone knows now. In upgrading from 4.7 to 4.84, I got the following error:

Compilation Error

Description: An error occurred during the compilation of a resource required to service this request. Please review the following specific error details and modify your source code appropriately.

Compiler Error Message: BC30451: Name 'Initialize' is not declared.

My assumption is that something in whatever automatically updates web.config in 4.8.4 did not do its job (and the web.config on my site shows no signs of having been automatically altered). This is, again, the version that has no web.config in the Upgrade file -- my presumption is because it's automatic. What must I do to repair this problem?

you can still adjust web.config manually, using release.config as a template and moving over specific settings, as described here. Make sure, that permissions for Network Service are specified properly.
