I attempted to upgrade a 4.9.0 installation to 4.9.1.  When the install started up, I got this error:

Server Error in '/' Application.

Parser Error

Description: An error occurred during the parsing of a resource required to service this request. Please review the following specific parse error details and modify your source file appropriately.

Parser Error Message: ResX input is not valid. Cannot find valid "resheader" tags for the ResX reader and writer type names.

Source Error:

Line 1:  <?xml version="1.0" encoding="UTF-8"?>

This is an English language only site, so I'm not sure why it's looking for a German resx file ...

 

Any ideas?

I haven't tried upgrade to DNN 4.9.1 yet, the file is included since 4.7.0 and none of the previous upgrades had this issue; i.e. either the upgrade logic has changed or you have a special setup. However, you may safely remove the file, if you don't need German translation for the upgrade wizard.

I removed that file and the upgrade went fine.  But ... I now get this error trying to get to the host settings page:

Any suggestions as to which file is the problem? 

It doesn't seem to be /admin/Host/App_LocalResources/HostSettings.ascx.resx as that can be opened with VWD. 

So ... I'm a  bit stumped as to where to look.

Joe, have you re-enabled (in the DNN web.config) ASP.Net 2.0 built-in handling of resource files? If so, this blog post by Brandon Haynes may help explain the issue:
