when i try to access the wizardInstall.aspx i get this error

Could not find a part of the path 'C:\Inetpub\wwwroot\dotnetnuke\Config\Backup_2009191319\web_.config'.Access to the path 'C:\Inetpub\wwwroot\dotnetnuke\web.config' is denied.

i am running iis 5 and it says to go to the [SERVER]\ASPNET User Account must have Read, Write, and Change Control of the virtual root of your website.
 

is this in the virtual directory properties?

I had the same problem - I had to grant SERVER\ASPNET full rights to the directory in the file system properties and make sure I had the 'write' checkbox checked in the vdir properties.  HTH

It is not in the IIS virtual directory properties, it is in the properties of the physical folder that has the files.  Right click and choose properties, then "Security".
