I Might have found a part of the puzzle in getting DNN up and running in IIS. I still have an error in the Web.config so I will still be looking to fix that.  

"Root Site" IIS Properties > Documents Tab > Add Default.aspx

"Ran into this problem installing dnn 4.5.5.  Turn out, the Default.aspx was not registered as default document in the IIS.  My environment is Windows 2003."

    I am so glad that I fix it by reinstalling the entire operating system  :)

  though I don't know what causes this problem ,  It does work now anyway.
