I just installed DNN 4.9 on my hosted web server and everything seemed to go OK, but when I got to the home page it is empty. Only the "Register" and "Login" links are available but no other images or links.

Another (I think related) problem is that when I log as administrator the "Site Settings" are said not to be available.

Is it maybe related to permissions?

this is most likely caused by missing file system permission, I suggest to delete files and database and restart from scratch.
