Hi.

I had this particular problem too when upgrading from 494 to 495. Searching the web it appears many people have it when upgrading all kinds of versions of DNN. I'm currently upgrading my site gradually to 5.4.1.

My environment is XP and sql server 2005 STD.

The solution that worked for me was to:
  1. starting with your files from the dnn version you are upgrading from, copy the upgrade files over the top of your site in the usual manor but do not navigate to your site to start the upgrade process yet
  2. in your site files highlight all the files in the portals/_default folder that start with a number (E.g. 03.00.08.txt through to 04.09.03.txt or whatever in your case) including both the .txt and .config files
  3. right click and select properties and then select the security tab
  4. add the ASPNET role and give full control permissions
  5. click save
  6. now navigate to your site to start the upgrade process. This worked for me although one of the core modules that i dont use had a problem but didnt effect the site.
I think this problem is because when we copy the upgrade files over the top of the existing site some of the file permissions from the zip file may not get inherited from the existing folder structure. Don't know for sure though. Just a guess.

Anyway, hope this helps.
Cheers
Chris
