I'm just starting out on DNN.  I've developed an application to sell on the Web and need to create a site.  I've watched the training videos and read the documentation but would like to confirm the basic process.  It appears that the best way to develop and test a site is to build it locally first using IIS and when finished FTP it to my site.  Correct?  I use Visual Studio 2008 for development but it appears that I shouldn't need it if I just use basic and purchased modules and skins.  Correct?  I'm running Vista.  There is a good article at http://www.adefwebserver.com/DotNetNukeHELP/DNN4_DevelopmentEnvironment/DNNDevelopmentWindowsVista.htm.  Is this the right place to start.  Is the Install package what I want to use?

I'm sure I'll have more questions but this will get me strated in the right direction.  I know about the Pro edition but the $2k is a little steep.

A local installation is not required - you can easily start the site on the web server - some hosting companies support installation via hosting panel - and perform all actions on the server, however I prefer to have a local version of  the site to test modules, skins and other tweaks before putting in production. There is a pinned post in Install it forum, how to move a site.

To install DNN locally, Microsoft Web Platform Installer 2.0 (beta) should be the easiest option.
