Is it possible creating a new database in SQL Server 2005 Express, without Visual Web Developer?

How about using Visual Studio 2003.NET?

I assume the DotNetNuke_4.0.3_StarterKit.vsi file is only for VS2005/VWD. Since I only have VS2003 I am using DotNetNuke_4.0.3_Install.zip file.

Regarding .\Documents\WebServerConfig.html the picture shows in Virtual Directory tab, Application pool as "ASP.NET V2.0". I don't have this in my IIS 5.1.
