This doesn't help get to the root cause I know... I have a working site now by creating a new database and a new web root folder - and doing a fresh install. The FIRST thing I did after that was to log in as host and add US English.

FOLLOW THESE INSTRUCTIONS:

From the Admin Menu, select Languages

Scroll all the way to the bottom of the page and click 'Add New Language'

Select 'English (United States)' or whatever you'd like from the Language DropDown 

Check 'Enabled'

Click 'Update'

I get this error when I try that:
