Take a look in the \providers\DataProviders\SqlDataProvider folder for a file named 05.00.01.log and see what it says in there. It should show you the specific error and then you can deal with it separately. Sometimes it's an error with a module support table or something like that you might not see when just browsing the site but it might bite you later on when you are doing some configuring or using a specific module.

The problem was fixed by doing a clean install.  I deleted the blank database and started over and it worked.  I also took the release.config file and renamed it to web.config and added two lines for the database.
