I have tried to download DNN 5.2.3 Install and Upgrade packages from Codeplex using my laptop and from my dedicated server. It just opens up a blank page after accepting the agreement and clicking on the Download file in the top bar.

works fine for me (both IE and firefox)  - codeplex was updated recently and I've noticed that the first time I try to download i get the information bar at the top - if i right click it and select download file the file does not download, but if I then click the same link again it downloads as expected. This appears to be an error introduced by codeplex, hopefully they will resolve it soon.

@Cliff - My local testing confirms what Cathal is saying.  The first time accepting the browsing file it didn't downloade.  After that, I had no problem.  I'll raise the issue with CodePlex.

I was able to finally get the upgrade package downloaded using FireFox. I have yet to get IE to work. But I did my first 5.2.3 upgrade last and it went flawless.

Thanks and congrats on the new funding. This is a very exciting time to be a part of DNN.
