I am running DNN 3.2 on Win2k server using Dot Framework 1.1 and would like the advice of the community about upgrading.

Should I consider moving to DNN4 when the new release is out or just upgrade to 3.3

If the move to DNN4 is worth it how do you go about upgrading a 3.x based on the 1.1 framework to a DNN4 running on the 2.x Dot net framework.

Can anyone outline a procedure that they know has worked?

This kind of depends on how much you need to take advantage of the new features in .NET 2.0. If you do a lot of development, the move might be worth it. If not, and there aren't any other performance, security, or management aspects of .NET 2.0 that you need, I'd stick with DNN 3.3. My reasoning behind this is that there will most likely be an upgrade script to move from DNN3 to 4, whereas currently, there isn't. The move can be kind of annoying and somewhat problematic. The wait may be worth it.
