I have created a duplicate of my installation, so that I can test changes before applying them to my production environment.  When I access the duplicate copy, if I leave the "autoupgrade" and UseInstallWizard" settings to their default "True", then the app attempts to install a fresh copy.  It only gets partway through the process before existing database settings halt the install process, which proves that the app is connecting to the database successfully.

If I change those two settings to "false", then when I browse to the app I get /Install/UnderConstruction.htm and its disappointing message, pasted below.  So, what might be triggering my app to think that it needs to do a clean install?

Im getting this exact same issue when I try to pull a copy of a live site to my localhost. I want to pull a site down to test some moduleupgrades before posting on the live server. The database is all restored in the local server and the files are all correct. Is this a connection string issue?
I changed the strings from:
<add name="SiteSqlServer" connectionString="Data Source=myliveserver;Initial Catalog=quic15;User ID=quic15;Password=xro+ehfg" providerName="System.Data.SqlClient" />
to
<add name="SiteSqlServer" connectionString="Data Source=(local);Initial Catalog=quic15;User ID=quic15;Password=xro+ehfg" providerName="System.Data.SqlClient" />

Any ideas on this.
