Installed DotNetNuke newest release 5.5.1 complete fresh

Windows 2008 Enterprise, IIS 7 with correct roles and features, SQL Express 2008, Net Framework 4.0
Put files path in Inetpub\www\DNN  root
For sure set Network Service (application pool) write rights on root path
Anonymous enabled (nothing else)
Installing database and config custom wizard without errors
Site is appearing
After login as host or admin, there is no Host or Admin Menu !!

What do I miss ?

Application Pool is running on Network Service with NET Framework 4.0

Anyone suggestions ?

Can you access the host and admin from the control panel?
If so check if include in menu is checked.

In the IIS7 log file there are no strange HTTP codes only  200 and 302  POST and GET

Work several years with DotNetnuke but this is very strange... maybe a bug in DNN 5.5.1 !!!
