Can someone send me a functional and working web.config file for DNN 4.0.3. The installation file I downloaded didn't have one, and even though I tried reconfiguring the release.config file but it did not work.

Relase.config IS a working web.config, except you need to adopt the sql connection string to allow proper access to your database. If this doesn't work, please check database settings and IIS settings. For further questions plase post the configuration and error message.
