When I install DNN, does it have to be on the web server? Or can I install it on a development workstation, then just upload the resulting files to the web server?  I know ASP.NET and IIS and maybe SQL Server need to be on the web server, but what else needs to be installed?  Thanks.

you need to install DNN on the web server, it is generating the final "pages" on the fly. if you are having your own server, Microsoft Web Platform Installer (www.microsoft.com/web) will be the easiest option to install DNN and all prerequisites.

Sounds like your question is a bit about where you can develop vs. where you want to deploy and how you want to do that?

If you build a website locally, it will mean making sure you know how to migrate both the files AND database when you are ready.  Moving the website pieces will be the easiest, since it really is just moving files and ensuring that the website and application pool are properly configured in the target environment.  For example, if you build your local website using features that require ASP.Net 4.0 (like Razor would require), then you'll need to ensure your target website can do that.  On the DB side, just make sure you know what it will take to get a local database moved to its final intended location.  Depending on where you are deploying to, there might be different requirements for this.  But in general, it is not complicated to do.
