According to the documentation, the DNN 4 Starter Kit includes a very important file named "DotNetNuke_X.Y.Z_StarterKit.vsi". I have downloaded and unZIPped the Starter Kit, yet I can not find any .vsi files.

actually the starterkit is called DotNetNuke_4.0.3_StarterKit.vsi , it doesn't contain any vsi files.

No... The download is a .zip file, and when it's unZIPped there is no .vsi file.

There is a DotNetNuke.vscontent file, though. I suppose this .vscontent file has replaced the .vsi file.

Rename the downloaded zip file  to *.vsi and you are done. Did you download the starter kit using firefox?
