This site worked great at DNN 6.1.5
Upgraded to DNN 6.2 and can't access it as localhost (works OK as website)

this most commonly occurs when your files are marked as not safe - when you download a file from the internet to a windows machine, the OS marks it as potentially insecure - to remove this, right click the file (i.e. the downloaded zip), go to properties and click "unblock". Now when you unzip the file and use it everything should work -in your case you probably just need to copy the contents of the BIN folder over your upgraded site

I've done 10 or 20 upgrades and never had to do this ... but did "unblock" and reran upgrade 6.2 ... overwriting all files

I still get the security warning on local host but not as a website. Note I'm trying both using a browser on the server. I can also access the website remotely. They have different IPs.

It occured to me that I should check the 6.1.5 DNN on local host ... yikes, they're getting a 500 error. As my host installs security patches, perhaps that has messed something up? Looking at getting those up first as local host. All sites are OK as websites.
