Due to limitations of my host, I'm having to use an external sql server for DNN.  I tried changing the connection string to this:

   <add
      name="SiteSqlServer"
      connectionString="Network Library=DBMSSOCN;Data Source=[ipaddress],1433;Initial Catalog=dotnetnuke;User ID=[userid];Password=[password]"
      providerName="System.Data.SqlClient" />
   -->
  </connectionStrings>
  <appSettings>
    <!-- Connection String for SQL Server 2000/2005 - kept for backwards compatability - legacy modules
    <add key="SiteSqlServer" value="Network Library=DBMSSOCN;Data Source=[ipaddress],1433;Initial Catalog=dotnetnuke;User ID=[userid];Password=[password]"/>
    -->

to no avail. Is this correct, and is it even possible?

This is very possible, but you've got to work through the sysadmin issues to get the connection set up properly.  Usually the network library and the port are not necessary to specify.  One of the most common issues is that the connection type isn't enabled in the SQL Server installation.  I'd suggest you try connecting with the client tools first, and make sure you can establish your connection that way before troubleshooting the connection string in DNN.

Looks like your connection string is still commented out.

It shows by the --> at the end.

By default the connection string for SQL 2005 Expres is active and the connection string for SQL2000/2005 commented out.
You need to move the --> from

to
