Adding to the previous - I am unable to find specifically where the file resides to insert the tabID in the complex file structure that makes up a DNN installation.  

So where would one go to edit the file?  I can find it in Inspect element in Chrome Browser-however is uneditable there, and I did not find in Default.aspx either.

you would need to modify the logintab value in the database table Portallocalization, AFAIR.

So I thought I had this resolved by adding in TabID for Login (59)   in PortalLocalization in MSSL - but now all I get is a 500 error.   Whoops.  Ready to scrap the site and rebuild from scratch.  Also have had database login issues - which also contributed to issue.  So to get this moving in the right direction - I can create a new sub domain portal with new install  v 8.0.4- can I restore my backed up database (.bak) to  the new version to have the content at least be what it was?

Michael, database and files belong together. You should try to resolve the upgrade issue first.
Did you make sure the IIS app Pool userd meets the requirements (run in integrated mode on ASP.NET 4.5.1 or later)?
Did you unblock the downloaded upgrade package prior to unzipping the files contained?

Okay so I'm stuck at the 500 server error - as I was still trying to get Login.aspx to load correctly. No login- I can't correct the script error.  I did not have to unblock the file script- or if i did -  it was done - the IIS pool is on the server- they have 4.0 integrated running to work with 4.5:

If this isn't enough to work correctly- might be time to find a new host for my sites.  I need to resolve in next day or so- Csan't be down or stuck in unedit mode either.  People use the sites for info.
