I get the error below when browsing the folder on my win2k3 server.
An error occurred loading a configuration file: Access to the path 'path\to\web.config' is denied

I'm installing on a win2k3 server, with .NET 2.0
I've tried this as a virtual directory under the default site, and I'm now trying it as it's own site in IIS 6.

Security is configured on the folder where the DNN files as
NETWORK SERVICE - Full Control
ASP.NET Machine Account - Full Control
Sharepoint Service Account - Full Control

I just wanted to open it up completely to get it to show up. Any idea's?
I'm not sure if it's a SQL issue, I'm running SQL 2005.

I'm seriously desperate for any assistance. I created a screenshot of what I believe are my most important settings on the Win XP install. perhaps someone could take a look? Screenshot here
