I'm getting the following error:

Everything seemed fine until the final step where the build happens and the application gets started, where I got the error "Could not find stored procedure 'dbo.GetPortals'

I have the same error, Windows 2003 and SQL Express, I am sure that security and rights are ok.

Smells like a permissions problem in your database.

Have you got Enterprise Manager? If so, I would recommend having a look to see if the getportals store procedure exists.

If it doesn't it looks like the build scripts are having permission problems in the database.

I was having exactly the same problem, and spent a lot of time making changes to the file system permissions and to the database configuration and then trying to access the site again. Finally, I found a suggestion in one of the forums saying that when the installation process is stopped, no matter what caused the error, I have to restart the installation from scratch, new database and re-copy DNN files. That did work for me.
