I've got no response from my "Can't upgrade to 4.3.3" thread (I'm sure due to the lack of clarity or information) so let me ask this...
Is it possible to setup a new portal site that has all the up to date functionality (Core and Modules) and then transfer the information (announcements, text, UDT info, forum threads/posts, etc, etc, etc) to the new site DB?
or
If I am unable to upgrade the DNN core am I basically screwed and have to stay as-is?

You can login as Host > choose Portals and save a portal as a template. (it will be saved in the portals/_default folder) You can create a new portal  from this template. I used this for some sites but they were not very complex. And I read in some post that you would lose your users, but I don't know if this is true.
Can't you just backup Dnn folder and DB and then try the upgrade?

I'm not sure I follow with the template thing.  I mean, I understand the functionality is there but I'm not sure it is the solution I am looking for.
As for the backup suggestion, that is essentially what I do.  I make a full backup of the DNN instance (ALL files and folders).  Then I try the upgrade.  If it does not work and I can not get the site running in due time, I bring back the backup and the site is back.
The problem is, I cannot get an upgrade to work at all.  I started with DNN in version 4.something.  I upgraded to 4.3.3 with very little trouble (there are some issues but it still runs).  And now, no matter what I do, I can't get an upgrade to work.  So, I was wondering if i can just start fresh with a new install and copy the pertinent information from the old DB to the new one in the new site.

That's what the templates can be used for.
If I were you I would try this on al Local install of DNN and see what happens (you should check "Include Content")
There are also some tools available at snowcovered to backup your site, but I never used them..
