Ditto here. Got the same error. A nice simple resolution would help me out greatly. I will try exploring the tables.

I found 2 records under Tabs table with a TabName of Lists and a PortalID of (null). One of them had a TabOrder of -1. I deleted that record and now up and working. I assumed (hopefully correctly) that the query for a TabName and a (null) for the PortalID must be a single record and that was causing the error.

I've got another site possibly to upgrade - but may hold off until something more definitive pops up.

I had the same issue (of course) and I found 3 extra rows with the TabName "List" like you stated.
I deleted all 3 and my site came up just fine. Logged in, check some stuff and no problems! Just thought I'd post that I had success also with deleting these rows.

This fixed the issue that I ran into also.  I was trying to upgrade from 4.4.0 to 4.4.1 and it screwed everything up.  Luckily after about an hour of searching I found your post and was able to fix the issue.  This would have taken me many hours to hunt down.  THANKS!!!
