We've found the solution.  A custom module was using the itextsharp.dll for producing PDF's.  After some research, and a lot of failed attempts, we found that this dll leverages a 5.5.5 version of SharpZipLib internally.

We were led to this dll because of it's size at about 6megs we figured it may have some other libraries wrapped inside it.  After renaming the file to itextsharp.dll.bak the File Manager returned to normal functioning!

I appreciate the feedback thus far, leaving this comment so people have another reference in this type of issue.
