i think this is a Medium Trust issue. Can you try renaming XML dll file for module @ /bin folder. Also try recylcing your application pool.

What do you mean rename XML dll file? Won't this definitely cause it to stop working? Please explain further.... I have made changes several times to web.config in order to recycle app but that hasn't worked either.....

Sometimes it works for renaming *.dll file to *.dll.old to re-access a down site. At least it was working for me at godaddy hosted environment. You can switch back to orginal name if file is not deleted. Also try recycling your application pool between ASP.NET 2.0 and ASP.NET 1.1
For example lets say you are using 2.0, switch it to 1.1, wait 15 minutes and switch it back.
But i believe XML module is not working at Medium Trust.
