Well I had the Events and Images Gallery modules in my site and I have a group of people that I want to be able to add Events and Images, so I gave them EDIT permissions in the module settings, but since the latest upgrades, if this was configured this way, then these users see the "PAGE EDIT" bar at the top! This is bad, because they are able to add module to the page! EEP!

What is wrong?

Some added information. First it seems there is a problem when users have the CLASSIC "control panel" vs. the ICONBAR one.  The classic contains the to page section, which the user with edit privs to a part on the page shouldn't be able to see.

Basically anyone who has edit privs to any part on the page will see the control panel now. ICK! Is that a known issue?

This is by design according to everything I have heard and seen. I think its a awful feature and I have stopped upgrading to 4.5 even though the new security features are great.

From what I have read and been told, these features are here to stay and you will just have to adjust to it. I personally think there should be the ability to turn it off if you dont want it.

They should not be able to add modules unless they have rights to the Page itself.

Here is a way to get rid of the Mode bar:
