I am upgrading from 3.0.13 to 3.2.2  The web.config file has been changed correctly from the documentation.  All Machine Keys are in place.  The new Install directory was placed in the existing DotNetNuke directory.  I browse to the site locally, the site runs fine, but the update never starts.  IIS is also configured correctly.  What is the process for 'kicking off' the upgrade?  Here is the error:

Parser Error Message: It is an error to use a section registered as allowDefinition='MachineToApplication' beyond application level. This error can be caused by a virtual directory not being configured as an application in IIS.
