Using DNN 1.1. Is there a feature to redirect user upon login to another site or page in same site during maintenance mode or down time so site inactive and only announcement on redirect page is accessed?

No.  And this one actually requires some thought.  The issues that you have are that the application ( at least the HTTP Handler ) would still have to be active to redirect the URL and the DB still active to populate the page... so what would really be "down"?  This has to be controlled from outside of DNN.  Honestly, our upgrades and site maintenance are pretty well planned so we're never down for more than about a minute or two.  But in the event of more time consuming maintenance, what we do is to redirect to a different site altogether in IIS.  You have to specify appropriate behavior for the site to ensure that page requests are met with your upgrade message instead of a 404-Page Not Found.

I have simply edited the default.aspx page when doing maintenance.   The following will only allow a specified ip address to go thru (for maintenance and testing).  But you can always do this by portal using  _portalsettings.PortalId.ToString.
