could anyone tell me what resource file holds the email notification message for when a user updates their profile? This would really help with my digging (been at it for a bit now)

that should be the EMAIL_PROFILE_UPDATED_BODY.Text entry in App_GlobalResources\GlobalResources.resx

I think it's easier and healthier to edit messages using Languages option under Admin menu. Click Language Edit option and it's one of the messages on the default screen

incidentally, this is also where you can change all sorts of labels/messages/texts etc. for any module and/or core app screens. If localization was properly used in the module, than every static text will be modifiable through Language Editor. So, you will never have to deal with verbage taht is less than what you wanted :)
