The login module will not show when logged in as admin or host, but does when logged out. I've read the posts, which say to switch in design mode. But this doesn't work for me.

Any other solutions?

Never mind...there really is a "Design" button. I had thought design meant "Edit" mode. Duh.

It works in design mode.

First of all that Design mode approach just has to work, unless you mean it doesn't suite your needs.

But check out http://www.dotnetnuke.com/Community/Forums/tabid/795/forumid/108/threadid/148363/scope/posts/Default.aspx for other - programmatic -ways to resolve it.
