Has anyone experienced this problem?

When I log in with an Admin account, I can't see the modules on all of the pages, but can see their containers.

I thought this was a Skin issue, but I rolled back to the Standard skin, and the Modules are still unviewable under an Admin Account (in both View and Edit Mode).

The ONLY way I've been able to Moderate my modules in Admin Mode is to Create a new user, give that new user Admin rights.  Then mysteriously that new user can see and Moderate all the modules.  ...But usually a day or so later, that Admin account is unable to see them as well.

Is this a known problem?

You are probably viewing the page in design mode, check the 4th button on the left in your control panel
