I heard that in 4.6 there would be settings to hide the edit/view bar on the top of the page skin on those user editable pages such as the blog module. After going to 4.6 I can not find this setting...
Also I though there was going to be a setting to choose to use the web/site search or to diable it...I can't find such a setting either. (if this rumor was not true can someone refresh me on how to do it manually? it was in the web.config right?)

Look under Site Settings\Advance Settings\Usability Settings.  You cannot get rid of the edit/view bar but you can make it so that it only show to those with page edit permissions, or those who just have module edit permissions.
