I want to set a specific page that a user lands on when they log in.  They can still go wherever they want, I don't need to restrict anything but am wondering if this is possible.

If you go into User Settings in Admin/User Accounts. You will find an option that does exactly that - "Redirect After Login".

I found that option.  However, if I make a change and save it, then when I look at the settings again, they are set back to blank.  Any ideas?

That suggests you are using version DNN 4.6.0, which has a bug in it where the User Settings get reset whenever anyone logs on. See here for details - http://support.dotnetnuke.com/issue/ViewIssue.aspx?p=0&id=6284 - It should be fixed very soon.
