I am looking for a way to programatically allow a user to create a new portal. What I mean by this is that I want the user to be able to 1) from a different web site give me the basic info for their portal and then on the back end make the calls needed to create the portal with the template I want and/or 2) allow the user to go to a wizard type page that dotnetnuke.com has where you can give the basic info and have the site created.

How can I go about setting this up?

It's been done.  Try this link:

You would have to pay for the module.  As far as free code, I don't know.
