Is it ALWAYS slow, or only after a longer period of inactivity (more than 20 mins)? Because that's when IIS shuts down the application, and at the next visit it will have to restart it.

You may want to consider getting a "KeepAlive" service. Either as a program you install on your server that regularly pings your portal to prevent the IIS from shutting the application down, or as a service offered by other websites (they work the same way, but if you are on some hosted plan you might not be able to install anything on your server outside your website folder).

This is not a DNN specific problem, it's one of all web applications running with ASP.NET since it's a limitation of IIS.

Another reason why your website is slow could be insufficient RAM on your server. There should be AT LEAST 1 GB of Ram, and more is recommended if your database is on the same machine or you're running multiple DNN instances (not portals under one install, but separate installations).
