It's a quick question actually.

My company is using DNN 3.1.1 for a big project, I am not involved in the part that how they are constructing the DNN. Just somebody asks me this question, so I come here to confirm.

Is that true, when I add a new tab, I have to restart the IIS to see it showing up (reload the menus)? 'cause I did have that experience of that. But that guy thinks we should let users add pages and have them instantly show up in the menu (in the same browser for sure).

I am thinking, if it's true for 3.1.1, will it be able to have the new added item show up if we change to DNN 4.x?

Newly added items are visible immediately.  The only real reason to restart IIS is to load new binaries ( ie. on a module install or an upgrade ), but even that is done for you.  If you wish for menu items to be supressed... you can simply limite the audience that is authorized to view them ( a function of the page settings permissions ).
