it is possible to change the text of the container on the registration page from 'Preferred User Information' to something else,

It should be possible as all text within DNN should be "localized" meaning it will exist in a resource file somewhere within the website. The first place to look would be admin/users/App_LocalResources one of those files probably contains that text. You could try getting at that through the Language Editor when logged in as a superuser.

Does anyone know the specifics of this resx file ? 4.7 has no registration.ascx and I've spent hours trying to change the "Note: Membership to this portal is Public..." text to something else.

use the language editor in Admin :: Languages, to adopt text per portal or in Host :: Languages, specifying "Host" mode for all portals. Those modifications will be kept during updates!
