All of the modules throughout my site have "lost" there specific editing buttons and the existing content is empty when the user has edit access rights.  The publically available content is displayed correctly when viewing the site without logging in.  As an example, the Event module does not display the "Add Event" link that would be in the lower left of the control box.  And all of the events are not displayed, so you can't edit the existing events.  This is true on every control on any page and not restricted to just the Events module.  I can access the Module properties info (upper right on the container) and the delete (remove) button on the lower right works too.  It is just the module contextual controls on the lower left that are missing.

I am running 4.5.5.

Any help is appreciated.

Have you changed the skin recently?  That link you mention is part of the container, and it is possible that the version of the skin you are using does not have that added.

I have even reverted back to the default dnn skins and it still does not work correctly.  Not only are the module specific controls missing, the content for the control is not displayed.  The two must be related.

Check to make sure you aren't in Design Mode.

Thanks for your help.  It turns out it is actually a permissions issue it was specific to the portal admin account.  The portal admin is also a host admin and somehow the permissions don't quite work correctly.
