We are currently in the process of rebuilding our site and due to the complexity- I'm conisidering creating child sites. I've been trying to figure out if the users from the parent site will feed to the child site. I want the users to be able to navigate between the parent and child seemlessly (no extra log in). I've gotten contradictory information from my research so far.

What's the purpose of a child site if I can't share users?

Do I have to get some user management module to help with this?

We are going to build the new site in 4.7.

Child portals are separate portals, the idea is just to share the same domain name, using a subfolder. There are 3rd party modules,  which allow to share users amongs portals.

The modules for sharing users accross portals wont live up to your expectations, they take you some were close but are generaly lakingin seamless workflow control for sharing users.
