Through trying to work out several problems with one of my sites I have found:

Overall site works, but loads over several minutes.  Sometimes times out. 

Admin modules like Recycle Bin, Event Viewer come back with the following warning:

This may be familiar to some having similar problems.  Any insights?  I run four websites.  Most are running on 4.08, but this site has been problematic from the start and several attempts to upgrade it have been unsuccessful.  I had it rolled back to 04.05.03 by my service provider but the problems continue. 

I suspect these problems may have to do with a permission or setting, but who knows?  Your advice, observations, would be appreciated.
