New to DNN, using 4.8 for Intranet site.

Need ability to grant Unauthenticated Users Edit Module access to Documents module so they can see the Add New Document link at the bottom of module and upload files. Have tried granting Edit Module and Edit Page access to all combinations of All Users, Unauthenticated Users, Registered Users, etc., but to no avail.  Have tried everything (including setting Page Cache to 0 and -1), but the only way this link becomes visible is if a user has actually logged in.

What am I missing?
