In the portal site settings I have set the time zome to Tokyo,Osaka +9:00 but the portal does not reflect that change. It still shows US West coast time (where server is located)

Could anyone shed some light on this?

Portal time zone is used for unauthenticated users only. time zone for logged in users is derived from the user's individual user profile. click your username and select profile.

My timezone problem extends to modules that utilize time stamps (i.e. the forum module) as well as the event log, do these derive time from host settings? I can not imagine that a post time stamp would be determined by the timezone that the user is on or there would be a mess of different times that users reply to posts even on dotnetnuke.com

usually timestamps should be stored in UTC and converted to time zone of the currently viewing user when being displayed. UserDefinedTable module  and AFAIK the Forums module work this way
