I've found a number of threads regarding the problem that I am having (ie: User Settings do not persist).  Following the trail of disorganized information landed me at Gemini, where I could see this bug was 'Checked-In' for v4.8.2 (I am currently running v4.8.0), but clicking the link to view further details gives me an application error at the Gemini site (I cannot install the software apparently, as I'm not a professional developer, and therefore don't have IIS running on my home computer).

If this issue has been corrected in DNN 4.8.2, I would like to upgrade to that.  Once again, however, as I am not a professional developer, and there is a distinct lack of organization to finding help for open source software, I don't have a fancy machine to stage the deployment of an upgrade.  That is, I need to know how to upgrade to my web host without breaking the installation.  Searching for help turns up a multitude of forum threads and blogs online with differing instructions as to exactly how to deploy an upgrade, followed by comments of horrific failures of the process (modules disappearing, users unable to login, etc.); I don't have time to rebuild from scratch, nor do I care to have broken user settings with the current installation.

Can anyone verify if the bug has actually been fixed, and if so, post specific instructions for upgrading from DNN 4.8.0 to 4.8.2?

After consulting Professional DotNetNuke 4, I think I've managed to upgrade to 4.8.2 without destroying anything important.  Time will tell, I suppose.

...but I'm still unsure as to whether the user settings issue is going to rear its ugly head again.

I am not sure about the cause of your issue, but upgrading to 4.8.2 was an advisable action due to security issues fixed.
